Pick M365 Manager Plus when you want broad M365 management + reporting, with IT-fluent delegates.
ManageEngine wins on:
- Reporting breadth. 60+ canned reports covering license usage, mailbox traffic, OneDrive storage, Teams activity, security signals. If your role includes regular reporting to leadership, this is real value.
- Bulk operations. CSV-driven bulk user creation, license assignment, group membership. Critical if you do migration work or quarterly mass-changes.
- On-prem deployment option. Some orgs (regulated industries, government, IT pros who prefer it) require non-SaaS. ManageEngine offers it; UserDesk doesn't.

Pick UserDesk when the delegate is genuinely non-IT and the workflow is routine.
UserDesk wins on:
- Non-IT delegate UX. The portal is built so HR or an office manager can use it with zero training. The ManageEngine UI is functional but it's designed for IT pros — non-IT staff find it overwhelming.
- Per-tenant flat pricing. $79/mo for up to 50 users + 3 admins is predictable. ManageEngine's per-admin model gets expensive past 3-5 admins, especially on the Professional tier.
- 2-minute setup. Microsoft OAuth consent + share the portal link. No installer, no DB setup, no Exchange permissions configuration.

UserDesk isn't the right tool if you need either of these.

Neither tool stores meaningful state of its own — both operate on Microsoft Graph + M365 services. "Migrating" from one to the other is really "switch which UI you use to do the same Graph operations."
What actually changes:
- Onboarding templates / workflows: rebuild from your old tool. Both tools let you create them; the templates themselves are tool-specific data.
- Audit history: each tool keeps its own audit. Export from the old tool if you need historical records. Future audit lives in whichever tool you keep.
- Delegate access: revoke old tool's app consent in Microsoft Entra → Enterprise Applications; consent the new tool. Both use standard OAuth.
